Settlement of “inter-related fraud[]” charges against two securities fraud recidivists, a Utah corporation, and its two principals. In the first fraud, as alleged, recidivists Robbins and Merriman solicited investors with misrepresentations for a trading program from which they misappropriated funds and made Ponzi payments. Subsequently, Robbins and Merriman, together with ConTXT, Inc. founder Madsen and the company’s Chief Marketing Officer Wiseman, allegedly sold unregistered shares based on misrepresentations and again misappropriated funds.
