Respondent consented to this sanction upon findings that its Mexican subsidiary paid more than $4 million in bribes to government and union officials to create lending opportunities to government employees, and to ensure timely repayment of such loans. In addition to the anti-bribery provisions of the Foreign Corrupt Practices Act, the SEC also alleged internal controls and books and records violations of the FCPA.
